no, it is stuck in 99% update and it won't advance any further

See, I hate to say 'reinstall' because that would most likely mean that you would have to reinstall your games, too, and that would suck. Toxic once suggested a way which is downloading the installer, delete some minor file in the Steam directory and start a new install, and choose the repair function, that should update it. A word of warning: I have never tried this myself!


Alternatively, you might consider submitting a support ticket at Steam support.
